As far as contempory stuff goes, one of the best hardcore records of all time is OTAN - El Indominable 7". It's very important in understanding the recent 'rebirth' of the punk scene within Spain. E-150, along with Sin Dios, were the important bands of the late 1990s/early 2000s, the former went into a band called Fix Me, whose 12" is excellent, HARD hardcore punk with the rolling sound of Deciebelos. Aspirin Infantil, Silla Electrica, Sudor and Atentado have all done quality records. The Cisma, and the Arrest demos are great, with the Absurdo one being of particular high quality.
Accross the water, I rate Mundo Muerto from USA and Ilegal from Canada, and Putas Miedas, Crimen, and Los Monjo from Mexico, though these bands probably owe more to the sound of Eskoburto, than to a 'hardcore' sound. Morbo, from Peru, is a great band that I think captures element of the 'classic' spanish sound of TNT, KGB and Larsen. There's a great recent compilation of Peruvian and Mexican bands that well worth checking out: Brutalas Mantades - the Masturbator track is mind blowing.
